CEC is the leading voice for special and gifted education. Through the vision and dedication of its nearly 45,000 members, CEC sets the standard for high quality education for children and youth with exceptionalities. The Council ensures the needs of children and youth with exceptionalities are met in educational legislation, establishes professional standards for the field, and develops initiatives to improve special education practice. And, CEC is known as THE source for information, resources, and professional development for special educators.

Membership Application is attached. The front page is the
actual application. We suggest you print both pages (front to back) when
distributing the application for membership recruitment since the back
page contains CEC membership benefits information.
Here's what's new on the membership application:

expected graduation date

Clearances
All prospective and current Special Education students as well as any other students taking courses requiring field experiences with children are requested to have Act 34 and Act 151 clearances. Act 34 and 151 clearances must be dated within a one year period. Act 34 and 151 clearances forms can be taken to Representative Gordner's Office at 115 East 7th in Bloomsburg for quicker processing. To expedite the process for obtaining your Act 34 clearances you may complete your application online and print a copy of your results (https://epatch.state.pa.us/Home.jsp). Professional Liability Insurance Requirement - possession of a current professional liability policy is required for all special education majors for a dual certification majors. This insurance protects students as they teach at their field and student-teaching sites. Three sources are available to university students :
Council for Exceptional Children (CEC)
To obtain $1,000,000 in liability coverage from CEC, students must join CEC ($64.00 annually) and purchase their separate liability insurance policy, for an additional charge. Go directly on-line at www.cec.sped.org to complete the application and print your conformation. Submit a copy of this conformation to the Department of Exceptionality Programs Office. Take note that memberships are valid during one school year, not a calendar year. Membership starts on September 1st and expires August 31st, however, you are able to purchase the membership at anytime during the school year.
Pennsylvania State Education Association (PSEA)
To obtain $1,000,000 in liability from PSEA, students must join PSEA from an annual membership fee of $29.00. Go directly on-line at http://www.psea.org/ to complete the application and print your conformation. Submit a copy of this conformation to the Department of Exceptionality Programs Office. Take note that memberships are valid during one school year, not a calendar year. Membership starts on September 1st and expires August 31st, however, you are able to purchase the membership at anytime during the school year.
Personal Policy
Students may be able to purchase professional liability insurance through their parents' insurance or other companies. The cost of these insurance policies is often more costly than the CEC or PSEA policies.
President:
The president of SCEC oversees all the other officer positions and if need be, will take over the duties of an officer if he or she does not do what he or she is supposed to do. The president is in constant communication with the advisor(s) and all the executive board members. He or she will decide, with help from the executive board, what the meetings for each semester will be and when they will be. The president must sign any formal documentation such as checks or forms. Also, the president will be the go-to person whenever there is a problem or a new idea has come up. The term is one year.
Vice President:
The vice president of SCEC is in charge of communicating with the members of SCEC through email. He or she will send out emails to the members about meetings and upcoming events, as well as send out information that the president wants the members to know. Before going to the president, the members of SCEC will go to the vice president first with questions, comments or concerns. The vice president will then go to the president or send the member to the president for more information. The term is one year.
Secretary:
The secretary of SCEC is in charge of attendance at all meetings as well as keeping track of the members activities throughout the semester. The secretary can keep track of attendance any way he or she seems appropriate, but the records must be kept for that whole school year. Any problems with attendance must be handled directly by the secretary but okayed by the president. The term is one year.
Treasurer:
The treasurer of SCEC is in charge of all the finical aspects of that particular chapter. He or she must be very organized and update regularly on the financial situation of the chapter. He or she is in charge of all the bank accounts that the organization has. He or she is also in charge of the budget. The term is one year.
Program Director:
The program director of SCEC is in charge of reserving rooms for meetings and for putting up flyers about each meeting. The program director will work with the president before the start of each semester to work on dates and times for the meetings. If there is a bulletin board for the organization, the program director, along with the president, will be in charge of updating it. The term is for one year.
Fundraising Chair:
The fundraising chair of SCEC is in charge of all fundraising that is done for the organization. He or she must do at least one fundraiser per semester. The executive board will decide on what the fundraiser for each semester should be. One big fundraiser can take the place of the fundraisers for the year. The fundraiser chair can give duties to other members, but all responsibilities of the particular fundraiser are overseen by the fundraiser chair. He or she will work closely with the treasurer too. The term is one year.
Service Chair:
The service chair of SCEC is in charge of all activities for the semester. He or she must make up a list (see attached) about the different activities that are occurring throughout each semester. The service chair must attend the activities or make sure that an executive member is at each activity. The term is one year.
Web Coordinator:
The web coordinator of SCEC is in charge of the official SCEC webpage. He or she must update the webpage daily to provide members with accurate information. If needed, the web coordinator is responsible for obtaining written documentation for permission to display photos. The term is one year.
Historian:
The historian of SCEC is in charge of taking pictures at events and meeting. He or she is responsible for the care digital camera. He or she will work closely with the web coordinator too. The term is one year.
Past President:
The past president of SCEC is in charge of the membership and community drive. He or she will work closely with the president and committee members.
